Why is hydraulic system of my ford broken? and how is it possible to repair?

The steering of my ford fiesta 98 has become very hard. I guess the hydraulic system does not work anymore. Does anybody know what can be the reason. I have asked around and couldnt find anybody else who has had a similar probelm.
