A program is locking my screen .it has a timer now set at 5mins.how do i stop it.it appers when i start up.?

the prog https;// secure.microbill.com automaticaly appers when i start up my internet exe,it is locking for a longer period each time,i have tried meny ways to disable it but it seems to be piggybacking on blueyonder.co.uk. i have erradicated blueyonder from any whair i can find it as well as blocup popper,still it remains.can any one show me how to stop this prog from invaiding my com.thank you tich
