Yes you can study A Levels at home and no you do not need a tutor who comes to your house. There are several companies who provide varying levels of materials and support as well as access to tutors to mark course work. If you're past 'school leaving age' you don't need anyone at all 'overseeing' you. If you're in your teens, well you STILL don't need anyone to do that.
