1997 Camry LE Brake Light on Left Hand Side of Seatbelt Light Flickers?

This is SO annoying. i can get a photo up if you dont know what i mean. but in the BOTTOM LEFT of the dashboard it has a little light that i think signifies a burned out bulb. i have checked MULTIPLE TIMES there is NO bulb burned out.. any ideas?
